Current Position & Biography
Aurore Lalucq is a French Member of the European Parliament and Chair of its Committee on Economic and Monetary Affairs (ECON). Parliament’s current committee roster, generated on 6 November 2026, lists her as chair, representing France and Place publique within the Socialists and Democrats group. An economist by training, she was first elected to Parliament in 2019 and re-elected in 2024, when she became ECON chair.
Notable Contributions
Lalucq served as an S&D shadow rapporteur on the legislative file covering information accompanying transfers of funds and certain crypto-assets, procedure 2021/0241(COD). The completed procedure resulted in Regulation (EU) 2023/1113 of 31 May 2023. This is a direct connection to the EU’s crypto-asset transfer-information and anti-money-laundering framework. Her role was a political group’s shadow rapporteur, not the lead rapporteur or sole author of the regulation.
She also served as an S&D shadow rapporteur on “The impact of new technologies on taxation: crypto and blockchain,” procedure 2021/2201(INI). Parliament adopted its resolution on 4 October 2022. This was an own-initiative parliamentary resolution, not a binding EU tax law.
Why Katharos Is Following Them
Katharos.ai follows Lalucq for her documented work on crypto-asset transfer information and crypto-related taxation, alongside her current leadership of ECON. These responsibilities connect digital assets with financial oversight, money-laundering controls, and the way lawmakers examine the tax consequences of new technologies.
Areas to Follow
ECON scrutiny of crypto-asset supervision, financial stability, and implementation of the EU digital-finance framework.
Application and possible revision of the EU transfer-information rules for crypto-assets.
Parliamentary work on the tax treatment and reporting of crypto-assets and blockchain-based activity.
Reporting Scope
Distinguish Lalucq’s individual and political-group roles from decisions of Parliament, the Council, national authorities, or EU supervisors. Do not describe her as a regulator, lead author of Regulation (EU) 2023/1113, or lead MiCA rapporteur. The transfer-information regulation is a separate legal instrument from MiCA. The October 2022 crypto/blockchain tax resolution is non-binding and does not itself create a harmonised EU crypto tax regime. Both procedures are completed and should be described in the past tense.
