Current Position & Biography
Eero Heinäluoma is a Finnish Member of the European Parliament in the Progressive Alliance of Socialists and Democrats (S&D). He serves on the Committee on Economic and Monetary Affairs (ECON) and the Committee on Industry, Research and Energy (ITRE). The S&D group also lists him as its treasurer and head of the Finnish delegation.
Heinäluoma entered the European Parliament in 2019 after a career in Finnish politics. He was Finland’s minister of finance from 2005 to 2007, speaker of the Finnish Parliament from 2011 to 2015, and a Finnish MP from 2003 to 2019. His parliamentary work connects financial-services legislation with oversight of markets and public institutions.
Notable Contributions
During the 2019–2024 parliamentary term, Heinäluoma served as the S&D shadow rapporteur on the Markets in Crypto-Assets (MiCA) legislation. The European Parliament’s procedure file identifies Stefan Berger as the lead rapporteur and Heinäluoma as one of the political groups’ shadow rapporteurs. This was a completed legislative assignment, rather than his current job title.
In an April 2023 statement, Heinäluoma welcomed MiCA’s consumer-protection and financial-stability aims while arguing that further rules might be needed as the market developed. He also criticized the outcome on environmental standards. These were his stated positions during the legislation’s adoption, not claims that he currently leads an EU crypto-policy file.
Heinäluoma was also the ECON co-rapporteur, alongside LIBE co-rapporteur Damien Carême, for the EU anti-money-laundering regulation in procedure 2021/0239(COD). That procedure concluded with Regulation (EU) 2024/1624. His historical role concerned this regulation within the wider AML package; it should not be presented as sole authorship of the package or a current appointment to lead the Anti-Money Laundering Authority.
