Current Position & Biography
Elvira Sakhipzadovna Nabiullina is Governor of the Bank of Russia, a position she has held since June 2013. The Bank’s English biography lists her as Governor and was last updated on 23 October 2026. She studied economics at Moscow State University and held senior government economic posts before joining the central bank.
Notable Contributions
During Nabiullina’s tenure, the Bank of Russia has shaped the country’s cryptoasset regulatory framework. In July 2026, the Bank described a new federal framework for cryptocurrency trading. It permits non-qualified investors to buy most liquid cryptocurrencies up to ₽300,000 per year through one intermediary after passing a test; qualified investors may trade any cryptocurrency after a test without a volume cap. The Bank’s current FAQ clarifies the transition: direct person-to-person transactions remain permitted until 1 July 2027; from that date, residents must use regulated intermediaries for the covered transactions. Domestic crypto use as payment within Russia remains prohibited, while the Bank’s summary says exporters and importers may use crypto for cross-border payments.
The framework entered into force on 1 September 2026. The Bank established register-admission rules for digital depositories, cryptocurrency exchanges and digital-financial-rights information-system operators; those regulations took effect on 5 October. On 6 October, the Bank reported that the first five digital depositories and four cryptocurrency-exchange operators had been admitted to the relevant registers. Those initial entities must bring their activities into compliance before 1 September 2027, a distinct date from the 1 July 2027 end of the direct P2P transition. On 29 October, the Bank reported entering the first self-regulatory organisation for digital depositories and cryptocurrency exchange offices in its unified register.
In a December 2024 press conference, Nabiullina personally said the Central Bank opposed domestic settlement in cryptocurrencies. Treat this as her recorded statement at that time, alongside the later 2026 law and current Bank guidance, not as a substitute for the law’s current details.
Why Katharos Is Following Them
As Governor, Nabiullina leads the central bank responsible for rules and supervision affecting Russia’s crypto market. The 2026 framework changes how regulated exchanges, depositories, intermediaries and investors can participate, while drawing a continuing line between investment or cross-border use and domestic payments. Her public statements and the Bank’s implementation updates provide a consequential view of how Russia’s crypto market is being structured.
Areas to Follow
Implementation of Federal Law No. 282-FZ and the Bank’s crypto-market guidance, including changes posted to its current Russian-language FAQ. The 1 July 2027 end of the direct P2P transition and resident intermediary-only regime; distinguish this from the 1 September 2027 compliance deadline for the first admitted entities. Investor tests, the ₽300,000 annual limit for non-qualified investors, and which assets can be traded. The continuing prohibition on domestic cryptocurrency payments and the permitted cross-border framework for exporters and importers. The final status and effective date of the Bank’s September 2026 draft bank-exposure ratios for cryptocurrency and foreign digital instruments; the cited September announcement was a draft, not a final rule.
Reporting Scope
Attribute regulatory rules to the Bank of Russia and Russian federal law, not personally to Nabiullina unless a specific source directly records her statement or authorship. Do not describe cryptocurrency as legal tender in Russia: the Bank’s July 2026 summary says domestic crypto payments remain prohibited. Keep the investor-access limits, regulated-intermediary requirements and cross-border payment rules distinct from that prohibition. The Bank’s digital ruble is a central-bank digital currency and should not be conflated with decentralized cryptoassets. The CBR FAQ says resident direct P2P transactions remain permitted only until 1 July 2027; the initial registered market participants have a separate compliance deadline before 1 September 2027.
The Bank’s 18 September 2026 announcement about bank risk ratios described a draft regulation then scheduled for Q4 publication. Do not present the draft’s proposed 1% ratio as a final current requirement without checking the final regulation.
