Current Position & Biography
Gareth Davies is the Conservative MP for Grantham and Bourne. The UK Parliament lists him as Shadow Financial Secretary (Treasury), an opposition post held from 31 August 2026 to the present. He has served as an MP since December 2019.
The latest Commons register reviewed for this profile, dated 12 October 2026, lists Davies as “Chair & Registered Contact” of the Blockchain Technologies All-Party Parliamentary Group (APPG). The group’s stated purpose covers blockchain, crypto-assets and Web3 and promoting evidence-based adoption across the UK. Its register names the British Blockchain Association as the group’s external secretariat.
Notable Contributions
On 30 January 2025, during the Finance Bill committee’s consideration of Clause 81, Davies asked the minister to clarify the distinction between “cryptoasset” and “cryptocurrency” in the OECD Crypto-Asset Reporting Framework (CARF). The minister explained that the clause would give the Treasury powers to implement CARF. Davies said the Opposition would not oppose the clause because the UK had committed to the framework while his party was in government. This is a record of scrutiny and support for the clause, not authorship of CARF or of its implementing regulations.
Why Katharos Is Following Them
Davies combines a current opposition Treasury brief with a registered parliamentary group role whose remit expressly includes crypto-assets. That creates a specific, publicly verifiable point of contact for tracking UK parliamentary discussion of blockchain and crypto policy. His committee contribution also shows a concrete example of scrutiny around the terminology and tax-reporting framework.
Areas to Follow
The Blockchain Technologies APPG’s meetings, reports and policy activity, while distinguishing its work from decisions made by Parliament, HM Treasury, the FCA or HMRC.
Davies’s public statements and parliamentary questions on crypto-assets in his Shadow Financial Secretary role.
The UK cryptoasset authorisation gateway, whose application period opened on 30 September 2026 and is scheduled to close on 28 February 2027, and the statutory full commencement date of 25 October 2027.
The separate Crypto and Digital Assets APPG, which the October 2026 register lists as chaired by Gurinder Singh Josan, not Gareth Davies. Do not conflate the two groups.
Reporting Scope
The Blockchain Technologies APPG is informal and has no official status within Parliament. The British Blockchain Association is its external secretariat. Do not describe the group as a parliamentary committee, regulator, government body or source of official UK policy, and do not attribute its positions to Parliament as a whole.
Describe Davies’s APPG title as the Commons register reports it, and date the evidence to the latest register checked. Distinguish his opposition frontbench position from a government ministerial role. Attribute CARF, the UK authorisation gateway, statutory instruments and regulatory actions to their respective institutions, not to Davies personally. His January 2025 intervention was a clarification question and statement that he would not oppose Clause 81; it did not establish the scope of cryptoasset definitions or create the framework.
