Current Position & Biography
Johnny Ng Kit-chong is a member of Hong Kong's Legislative Council representing the Election Committee constituency. The Council's member database records his current period of service from 1 January 2026, following his service in the 2022–2025 term. He is also a non-official member of the Government of the Hong Kong Special Administrative Region's Task Force on Promoting Web3 Development, as confirmed in the official membership published on 31 July 2026.
The government established the Task Force in July 2023 to advise on the sustainable and responsible development of Web3 in Hong Kong. Ng's participation places him within a policy forum that brings together industry participants, government officials and financial regulators. His public digital-asset work also includes parliamentary questions and engagement with crypto-market participants.
His involvement also includes an industry role: Cyberport’s January 2023 announcement identified him as G-Rocket’s chairman at the inauguration of Web3 Hub@Cyberport.
Notable Contributions
During the previous Legislative Council term, Ng chaired the Subcommittee on Issues Relating to the Development of Web3 and Virtual Assets. A Legislative Council Secretariat release identifies him as its chairman during a visit to the Hong Kong Web3 Festival on 7 April 2025. Members discussed blockchain infrastructure, crypto finance, security and compliance with industry representatives. This chairmanship is a documented historical assignment, rather than a claimed current 2026 title.
In a parliamentary question on 11 December 2024, Ng asked the government about improvements to cryptocurrency regulation, dedicated coordination of digital-asset policy, and the possible inclusion of digital assets in public reserves. The government's written response addressed existing regulatory responsibilities, licensing initiatives and the Exchange Fund's investment approach. Ng's questions demonstrate his policy priorities; they do not establish that his proposals were adopted.
Why Katharos Is Following Them
Katharos follows Ng for his continuing participation in Hong Kong's Web3 policy discussions and his documented legislative work on digital assets. His record provides a useful perspective on the relationship between market-development ambitions, regulatory coordination and investor protection. The profile focuses on what public institutions and elected members have actually done, while keeping proposals, advisory participation and implemented rules distinct.
Areas to Follow
- Public contributions to the government's Web3 Task Force and related policy discussions. - Parliamentary questions and positions concerning virtual-asset licensing and supervision. - Proposals addressing investor protection, market integrity and the practical operation of crypto services. - The government's responses to his digital-asset proposals and any subsequently documented implementation.
These are subjects for future reporting, not claims that Ng has authority to implement each policy himself.
Reporting Scope
This profile covers Ng's verified public-office record in digital-asset policy. It distinguishes current Legislative Council and Task Force membership from his historical subcommittee chairmanship. Advisory participation and advocacy do not imply sole authorship of government decisions or responsibility for every development in Hong Kong's crypto market. Inclusion does not imply endorsement by Ng, the Legislative Council or the government.
