Background & Biography
Julio Velarde is president of the board of the Banco Central de Reserva del Perú (BCRP). He has held that position since October 2006. Peru’s Senate ratified him for the 2026–2031 period in September 2026, extending a tenure that spans several national administrations.
Velarde studied economics at Universidad del Pacífico and completed a master’s degree and doctoral studies at Brown University, alongside advanced economics studies in Kiel. His earlier positions include executive president of the Latin American Reserve Fund, FLAR, from 2004 to 2006, and service on the BCRP board. He also chaired the G24 in 2018–2019. These roles place his work within both Peru’s monetary institutions and international economic-policy discussions.
Notable Contributions
Velarde’s principal contribution is his long-running leadership of Peru’s central bank. His relevance to digital finance comes through the institution’s work on payment systems and central-bank digital money, alongside its monetary responsibilities.
During his tenure, the BCRP introduced a digital-money pilot with Bitel. The evaluation phase began on 10 March 2025, testing whether central-bank money delivered through a private provider could expand access to digital payments in areas with low financial inclusion. The design includes USSD-based payments for users without smartphones or internet access. The BCRP’s March 2026 payments report also documents its broader work on interoperability.
These are institutional programmes involving technical teams and private participants. The available evidence supports following Velarde as the bank’s president, rather than assigning him personal authorship of the pilot’s research or technical design.
Why Katharos.ai Follows Julio Velarde
Katharos.ai follows Velarde because Peru offers a concrete setting for examining how a central bank approaches digital money, payment competition and financial inclusion. His public statements and the BCRP’s decisions can help explain how monetary authorities evaluate new payment arrangements and the responsibilities of public and private providers.
The relevant questions extend beyond whether a system uses a new technology. They include how users gain access, how payments settle, who carries operational responsibility and whether a service reaches people who previously relied on cash.
Areas to Follow
- Evidence from Peru’s digital-money pilot, including actual use, accessibility and operating costs. - Interoperability between wallets, bank accounts and other payment services. - The allocation of responsibilities between the central bank, telecom providers and payment firms. - Velarde’s public remarks on monetary stability and developments in digital finance.
Reporting Scope
Coverage should identify whether a statement comes from Velarde personally, the BCRP board or the bank’s technical staff.
