Current Position & Biography
Lídia Pereira is a Portuguese Member of the European Parliament representing the Partido Social Democrata within the European People’s Party group. She sits on the Committee on Economic and Monetary Affairs and serves as a substitute on the Subcommittee on Tax Matters. Her current parliamentary record also lists responsibilities in international trade, environment and interparliamentary relations.
An economics graduate of the University of Coimbra, Pereira holds a master’s degree in European Economic Studies from the College of Europe. She worked in financial-sector consulting before entering the European Parliament in 2019. Her official parliamentary history records her EPP Group vice-chairship as ending on October 19, 2026; the current role presented here is MEP and group member.
Notable Contributions
Pereira was the lead rapporteur for Parliament’s own-initiative report on the impact of new technologies on taxation, focused specifically on crypto and blockchain. Appointed in October 2021, she brought the report through the Economic and Monetary Affairs Committee before Parliament adopted its resolution on October 4, 2022.
The resolution called for clearer treatment of cryptoassets, taxable events and valuation, while considering simpler arrangements for small operators. It examined blockchain’s potential use in tax administration alongside privacy, data-quality and discrimination risks. It also sought international coordination and an extension of tax-information exchange to cryptoassets and e-money. These were parliamentary recommendations, rather than a new EU-wide crypto tax rate or a directly enforceable tax code.
Her involvement also extended to binding legislation. Parliament’s procedure record names Pereira as an EPP shadow rapporteur for the recast rules on information accompanying transfers of funds and certain cryptoassets. The measure progressed through Parliament and Council in 2023. This establishes her participation in the political group’s scrutiny of crypto-transfer traceability; the lead rapporteurs and the other institutions shared responsibility for the final outcome.
Pereira was also an EPP shadow rapporteur on DAC8, the amendment extending administrative cooperation in taxation to cryptoasset reporting. Parliament adopted its consultative position in September 2023 and the Council adopted the directive the following month. Her documented role should be distinguished from that of the lead rapporteur, Rasmus Andresen, and from the Council’s authority to adopt the directive.
Why Katharos Is Following Them
Katharos follows Pereira for sustained, identifiable work on the practical rules surrounding crypto ownership and transfers: how transactions are reported, how taxable events are defined and how financial transparency can coexist with privacy and innovation. Her relevance rests on named parliamentary assignments, rather than on a general political title or an assumed endorsement of the industry.
That record remains relevant as the resulting rules move into implementation. The European Commission identifies 2026 as DAC8’s first reporting year, with the first exchanges between national tax authorities due by September 30, 2027. Service providers must also check national requirements and filing deadlines. This implementation context does not make Pereira the administrator or enforcer of the reporting system.
Areas to Follow
Pereira’s contributions to cryptoasset taxation and reporting policy.
The implementation of DAC8 and cross-border tax-information exchange.
The interaction between transfer traceability, privacy and compliance costs.
Further parliamentary scrutiny of digital-asset markets and financial innovation.
Reporting Scope
Coverage distinguishes an individual’s parliamentary work from collective institutional decisions. It separates non-binding resolutions, consultation opinions and enacted legislation, and keeps historical leadership titles dated. It does not treat a reporting directive as a harmonised capital-gains tax rate or assume that intended benefits have already been demonstrated.
