Background & Biography
Mārtiņš Kazāks is Governor of Latvijas Banka, Latvia’s central bank. He was first elected governor in December 2019 and elected to a second term on 6 February 2025. His current position is confirmed by the bank’s official biography and governance structure. He also participates in the European Central Bank’s Governing Council and General Council.
Kazāks studied economics at the University of Latvia, the University of Cambridge and the University of London, where he earned his doctorate in 2005. Before becoming governor, he held senior economics positions at Hansabanka and Swedbank and joined the Council of Latvijas Banka in 2018. His background is in economic analysis, monetary policy and financial-sector oversight rather than the founding of a blockchain project.
Notable Contributions
In his October 2025 opening speech at the Latvia Fintech Forum, Kazāks directly addressed crypto services and digital financial infrastructure. He described the central bank’s introduction of a crypto-firm pre-licensing process that year and encouraged firms to consider opportunities under the European Union’s Markets in Crypto-Assets framework, known as MiCA.
He also discussed tokenization as a possible source of greater liquidity and efficiency, and linked Latvia’s fintech development to access to payment infrastructure. These were policy expectations and priorities expressed in a dated speech, not proof that every tokenized product improves markets. His remarks placed private-sector innovation alongside the prospective development of a digital euro.
The bank’s subsequent public decisions provide a separate institutional record. In June 2026, Latvijas Banka announced that TWINO Investments had received authorization to provide specified crypto-asset services under MiCA on the basis of its existing investment-firm license. This illustrates the bank’s role in applying the framework. It is not presented as Kazāks’s personal licensing decision or as an endorsement of the company or its products.
His October 2026 commentary on European financing addressed fragmented capital markets and the need to turn Europe’s scale into stronger investment capacity. That broader work supplies economic context for his digital-finance interests, while remaining distinct from a crypto-specific regulatory proposal.
Why Katharos.ai Follows Mārtiņš Kazāks
Katharos.ai follows Kazāks because his public responsibilities and speeches connect European monetary policy, Latvian financial supervision and the development of digital-asset services. His remarks offer a national central-bank perspective on how regulated crypto businesses and payment innovations can fit within a wider financial system.
Useful questions include how firms move from preparatory engagement to authorization, how supervisors assess new services and how payment infrastructure changes the practical opportunities available to financial businesses. A policy objective should be assessed against subsequent implementation and evidence, rather than treated as an achieved result.
Areas to Follow
- Latvia’s application of MiCA and its approach to crypto-service authorization. - Public assessments of tokenization and the risks accompanying potential benefits. - Access to payment infrastructure and the development of the digital euro. - Connections between European financial integration and innovation financing.
