Current Position & Biography
Muhammad Aurangzeb is Pakistan’s Federal Minister for Finance and Revenue. The Finance Division records his appointment in March 2024 and identifies him as the current minister; a government release dated 5 November 2026 independently confirms his role. Before government, he was President and CEO of Habib Bank Limited and previously led J.P. Morgan’s Global Corporate Bank in Asia Pacific. He holds bachelor’s and MBA degrees from the Wharton School. Notable Contributions
Aurangzeb chaired a Pakistan Crypto Council meeting on 2 June 2025 that reviewed draft digital- and virtual-asset legislation and options for an autonomous regulator. The meeting agreed to establish a technical committee involving the State Bank of Pakistan, the Securities and Exchange Commission of Pakistan, and the law and IT divisions to review the draft framework. He attended the Pakistan Virtual Assets Regulatory Authority’s inaugural board meeting on 26 August 2025 as a special invitee. His recorded remarks supported the authority and acknowledged the Crypto Council’s preparatory work. Bilal bin Saqib, rather than Aurangzeb, is identified as PVARA chairman. (Source 4)
His involvement continued in 2026. On 1 September, he met PVARA’s chairman to discuss lessons from Hong Kong, including stablecoins, tokenization and compliance. At a UN Digital Cooperation Day event in September, he advocated tokenization applications tied to remittances, SME financing, sovereign debt and financial access, alongside safeguards. (Sources 5–6)
Why Katharos Is Following Them
Aurangzeb connects Pakistan’s fiscal and financial policy leadership with its developing virtual-asset regime. His documented work on regulatory design and engagement with PVARA give him direct relevance to crypto policy beyond his broader finance portfolio.
PVARA’s current framework is based on the Virtual Assets Act, 2026. The regulator lists Services Regulations and Activity Specific Regulations notified on 21 August 2026, covering licensing and operational requirements. These institutional rules provide the current context for following Aurangzeb’s policy statements. (Sources 7–8)
Areas to Follow
Finance Ministry coordination with PVARA, the central bank and securities regulator. Implementation of Pakistan’s 2026 virtual-asset licensing framework and associated safeguards. The development of stablecoin and tokenization policies, including proposed remittance, financing and sovereign-debt applications. International policy cooperation and the distinction between announced initiatives, regulatory permissions and operating services.
Reporting Scope
Attribute regulatory rules and licensing decisions to the responsible institutions. Aurangzeb’s participation in the 2025 board meeting was as a special invitee, not as PVARA chairman. Describe his Crypto Council work with its documented dates rather than asserting an unverified continuing council title. The 2026 Act and regulations are the current framework referenced by PVARA; avoid presenting the earlier 2025 ordinance or draft proposals as the current regime. Proposed tokenization use cases are policy priorities, not proof that a specific product has launched.
