Current Position & Biography
Rasmus Andresen is a German Member of the European Parliament for Bündnis 90/Die Grünen and a member of the Greens/European Free Alliance group. His group lists him as a member of the Committee on Economic and Monetary Affairs and as its coordinator for the Committee on Budgets and the Subcommittee on Tax Matters. These responsibilities place his work across financial policy, public revenue and the EU budget.
Andresen’s official website states that he has served in the European Parliament since 2019. It describes his priorities as an environmentally and socially sustainable European Union, minority protection and independent European digital policy. His crypto-policy relevance comes from a documented legislative assignment and subsequent public positions on taxation.
Notable Contributions
Andresen served as the European Parliament’s rapporteur for DAC8, the amendment to the directive on administrative cooperation in taxation. Parliament’s Legislative Observatory records his appointment by the Economic and Monetary Affairs Committee on 1 March 2023. The file, 2022/0413(CNS), resulted in Council Directive (EU) 2023/2226.
DAC8 expanded the framework for reporting and exchanging tax information to cover crypto-asset transactions. The Council’s account of the legislation explains that reporting crypto-asset service providers supply information for automatic exchange between tax authorities, with due-diligence and reporting rules aligned with the OECD’s Crypto-Asset Reporting Framework. The measure addresses cross-border tax transparency rather than setting a uniform EU tax rate on crypto gains.
Parliament adopted its opinion on 13 September 2023. The Council adopted the directive on 17 October 2023 after consulting Parliament. Andresen’s assignment was therefore a parliamentary rapporteur role within a consultation procedure, with adoption resting with the Council.
DAC8’s crypto-asset reporting rules apply from 1 January 2026. Providers collect information for the 2026 reporting year, with the first exchanges between national tax authorities due by 30 September 2027; domestic reporting deadlines should be checked separately.
Public Policy Positions
In July 2025, speaking as the Greens/EFA shadow rapporteur for own resources in the Budgets Committee, Andresen argued that a tax on financial speculation and cryptocurrencies should have been included among proposed EU revenue sources. This is an attributed political position. The statement does not establish that such a tax was enacted or that his preferred design became law.
Why Katharos Is Following Them
Katharos follows Andresen because his work links crypto-market activity with the systems governments use to collect tax information and finance public spending. His completed DAC8 assignment makes him relevant to coverage of compliance obligations, cross-border reporting and the political debate over crypto taxation. This is an editorial assessment of his public work, not an endorsement of his policies.
Areas to Follow
- Parliamentary scrutiny of crypto-asset tax reporting and its practical implementation. - Proposals connecting digital assets with EU revenue and budget priorities. - The balance between tax compliance, administrative burdens and data protection.
These are reporting topics, not claims that Andresen currently leads a new crypto-tax legislative file.
Reporting Scope
This profile distinguishes Andresen’s current parliamentary responsibilities from his completed DAC8 rapporteur assignment. DAC8 is a tax-cooperation directive, separate from the Markets in Crypto-Assets Regulation (MiCA). Coverage does not imply endorsement by Andresen, his party or the European Parliament.
