Current Position & Biography
Rogério Carvalho is a Brazilian federal senator for Sergipe, representing the Workers’ Party (PT). The Senate lists him as a serving member for the 2019–2027 term and a full member of its Economic Affairs Committee (CAE). His civil name is Rogério Carvalho Santos (Source 1).
Carvalho was reelected in October 2026. The new term begins on 1 February 2027 and ends on 31 January 2035. At this profile’s review date, he remains in his 2019–2027 term; the reelection does not mean the next term has already begun (Sources 1–2).
Notable Contributions
On 30 May 2022, Carvalho introduced PL 1420/2022. The bill proposes amending Brazil’s public-deed legislation to address legal transactions involving transfers of cryptoassets. Its focus is the documentation of those transactions. The Senate’s tracking page still lists the proposal as pending, with its latest displayed state, dated 16 July 2026, awaiting the designation of a rapporteur. This is a legislative proposal, not an enacted requirement (Source 3).
Carvalho also authored REQ 10/2025–CAE, a request for a public hearing on PL 2681/2022. That separate bill, authored by Senator Soraya Thronicke, concerns issuance, intermediation, custody and settlement of virtual assets by service providers. The request sought discussion with specialists and representatives of the public and private sectors (Sources 4–5 and 8).
The CAE approved Carvalho’s request on 19 March 2025. Senate coverage explains that he wanted technical examination of the bill’s implications for legal certainty, transparency and protection of consumers and investors. Approval of the request is distinct from holding the hearing: the request’s latest displayed state, dated 5 August 2025, says it is awaiting a public hearing. The record does not establish that the hearing took place (Sources 4–5).
Why Katharos Is Following Them
Katharos follows Carvalho for these specific contributions to Brazil’s digital-asset policy debate. His public-deed proposal addresses the formal documentation of cryptoasset transactions, while his hearing request concerns scrutiny of legislation for virtual-asset services. Together, they provide a documented basis for following his legislative work without attributing Brazil’s wider crypto framework to him.
Areas to Follow
- Rapporteur appointment, committee consideration and amendments to PL 1420/2022. - Scheduling or completion of the hearing requested through REQ 10/2025–CAE. - Legislative discussion of legal certainty and safeguards for users of virtual-asset services.
Reporting Scope
This profile distinguishes a pending bill from enacted law and an approved hearing request from a completed hearing. Carvalho authored PL 1420/2022 and REQ 10/2025–CAE, not PL 2681/2022. Inclusion reflects his documented legislative activity, not an endorsement of his party or proposals.
