Notable Contributions
Pereira Júnior introduced Complementary Bill PLP 44/2026 on 4 March 2026. The proposal sets out a federal legal regime for virtual assets and amendments to laws governing banking, securities supervision, federal tax administration and anti-money-laundering oversight. As checked on 7 November 2026, the Chamber’s tracking page lists it as awaiting a referral decision by the president of the Chamber. The displayed legislative history records its introduction, with no subsequent decision shown (Source 3).
The draft covers payment tokens, stablecoins, investment tokens and tokenized real-world assets. It would allocate authorization and supervision according to activity: payment-related services and specified custody functions to Banco Central do Brasil, and securities-token activities to the Comissão de Valores Mobiliários. It also proposes asset segregation, custody safeguards, cybersecurity controls, disclosures, suspicious-transaction reporting and a regulatory sandbox (Source 4, articles 2, 8, 12–27).
These provisions describe the bill as submitted. They are not enacted requirements created by Pereira Júnior, and this profile does not attribute existing Brazilian crypto regulation to him. Future amendments, committee decisions and implementation would need separate verification.
Why Katharos Is Following Them
Katharos follows Pereira Júnior for this specific legislative proposal and its treatment of the responsibilities of crypto service providers. The text brings several practical questions into one file: which authority supervises an activity, how customer assets are protected and what information providers must disclose. Its introduction provides a documented reason to follow his contribution to Brazil’s digital-asset policy debate, without implying that he administers financial regulation or that his proposal has become law.
Areas to Follow
