Background & Biography
Silvio Schembri is Malta’s Minister for the Economy, Technology and Strategic Projects. Parliament records his appointment to this portfolio on 4 June 2026. He first entered Parliament in 2013 and served as Parliamentary Secretary for Financial Services, Digital Economy and Innovation from June 2017 to January 2020, before taking ministerial positions in the economy portfolio.
Schembri studied economics at the University of Malta, completing an honours degree followed by a master’s degree. His official biography records earlier work in private banking and as a supervisor economist at the Central Bank of Malta. He also chaired Parliament’s economic and financial affairs committee.
His current ministry’s published responsibilities include artificial intelligence, the digital economy, industry, investment promotion and strategic projects. The Malta Digital Innovation Authority is among the entities listed under the ministry. These responsibilities connect his political work with questions about emerging-technology governance and economic development.
Notable Contributions
Schembri was a public advocate of Malta’s approach to blockchain and distributed ledger technology during his time as parliamentary secretary. The Malta Digital Innovation Authority describes the 2018 framework as comprising the Malta Digital Innovation Authority Act, the Innovative Technology Arrangements and Services Act and the Virtual Financial Assets Act.
In December 2018, the government reported that Schembri guided Malta’s work on a joint declaration with six other EU member states to strengthen cooperation on distributed ledger technologies. This is evidence of his policy and diplomatic involvement, rather than personal authorship of legislation or technical systems.
His work also intersects with artificial intelligence policy. In February 2026, the ministry announced that Malta’s application to join the Global Partnership on Artificial Intelligence had been accepted, with Schembri presenting membership as part of the country’s digital strategy. The announcement also credited the Malta Digital Innovation Authority’s governance work.
Why Katharos.ai Follows Silvio Schembri
Katharos.ai follows Schembri as a policymaker whose responsibilities connect economic development with blockchain and AI governance. Malta offers a setting for examining how government promotion of emerging technologies translates into institutions, oversight and practical adoption.
The editorial interest is in the substance and implementation of policy: what rules require, which authorities carry responsibility, and what evidence shows about outcomes for businesses and the public. Political statements and investment ambitions should be distinguished from independently demonstrated results.
