Background & Biography
Stefan Berger is a German Member of the European Parliament, part of the European People's Party (EPP) group and the Christian Democratic Union of Germany (CDU). The Parliament lists him as a member of its Committee on Economic and Monetary Affairs (ECON) and Subcommittee on Tax Matters (FISC) in the 2024–2029 term. His parliamentary CV records economics studies and a PhD in economic and social sciences at Johannes Gutenberg University Mainz. It also records service in the North Rhine-Westphalia regional parliament from 2000 to 2019 and teaching in international economic and monetary policy from 2014 to 2018. The Parliament states that the MEP is responsible for the information in the published CV.
MiCA and EU Crypto-Market Policy
During the 2019–2024 parliamentary term, Berger was appointed rapporteur for the European Parliament's file on the proposed Markets in Crypto-Assets Regulation (MiCA). The proposal advanced through the EU's ordinary legislative process with the European Parliament, Council and Commission and became Regulation (EU) 2023/1114. Berger's role was the Parliament's rapporteur for its file, not sole author of the final law. The regulation established a harmonised EU framework for crypto-asset issuance and services.
In 2025–2026, Berger was one of the EPP shadow rapporteurs on the Parliament's own-initiative procedure 2025/2208(INI), titled “Digital assets – challenges for the competitiveness and integrity of the European Union’s financial system.” The lead rapporteur was Johan Van Overtveldt. Parliament adopted the resolution on 7 July 2026 by 390 votes to 86, with 134 abstentions. It was a non-legislative resolution, not a new binding crypto rule. The adopted text invited the Commission and relevant authorities to ensure effective application of MiCA and called for alignment of the MiCAR policy framework for significant non-bank multi-function groups. Those are collective Parliament positions and should not be attributed to Berger alone.
Why Katharos.ai Follows Stefan Berger
Katharos.ai follows Berger for his parliamentary work on EU crypto-market rules and the wider digital-assets policy debate. This is an editorial profile of public legislative work, not a description of him as a regulator, protocol author or representative of the entire European Parliament.
Areas to Follow
- Implementation and supervision of the Markets in Crypto-Assets Regulation. - The EU policy response to significant non-bank multi-function groups. - Stablecoin, tokenisation and digital-payment policy in European capital markets. - How EU digital-asset rules interact with the digital euro and broader payment infrastructure.
Reporting Scope
Use dates and institutional roles precisely. Berger's MiCA rapporteurship belongs to the 2019–2024 term; his shadow-rapporteur role concerned a resolution adopted in July 2026. Attribute the resolution's recommendations to Parliament as a whole, not to Berger personally. The 2026 resolution is non-legislative and does not itself amend MiCA. His current office is as an MEP and ECON/FISC member, not as a financial regulator.
