Background & Biography
Expedito Gonçalves Ferreira Netto represented Rondônia in the Chamber of Deputies during the 2015–2019 and 2019–2023 legislatures. His official biography records law studies at Faculdade de Rondônia between 2010 and 2015 and an incomplete master’s programme in legal sciences at Universidade Autônoma de Lisboa. Alongside his crypto-related committee work, his parliamentary assignments included agriculture and constitutional affairs. He also served as the Chamber’s third secretary between July 2020 and February 2021.
His later public activity remained connected to Rondônia. In May 2026, the state Workers’ Party announced that its directorate had approved his name for that year’s gubernatorial contest. This profile identifies him through his completed parliamentary service and dated legislative contributions.
On 30 May 2017, a special committee was installed to examine virtual-currency transactions and airline mileage programmes. Alexandre Valle became its chair and Netto its rapporteur. The agenda combined questions about financial stability, illicit uses and consumer protection. The underlying proposal was Aureo Ribeiro’s PL 2303/2015. Netto’s assignment therefore placed him in the role of assessing and reshaping another legislator’s proposal as the committee gathered evidence.
Notable Contributions
In December 2017, Netto advocated a restrictive approach. Agência Câmara reported that his proposed substitute would prohibit cryptocurrency issuance, commercialisation, intermediation and acceptance as payment in Brazil, while allowing a limited exception for restricted-use arrangements. His explanation distinguished the practical difficulty of stopping peer-to-peer circulation from the possibility of prohibiting exchange businesses from selling cryptocurrencies. He cited consumer vulnerability and the absence of guarantees for invested funds. The proposal encountered opposition within the committee and was still subject to further discussion. It was a proposal at that stage, rather than an enacted nationwide prohibition.
By his report submitted on 13 September 2021, Netto was proposing permission for cryptoassets to be traded under applicable law and regulation. He explained that negotiations and amendments had shaped the new approach. The report distinguished asset-referenced tokens, electronic-money tokens and utility tokens, drawing on definitions being considered in Europe. It also discussed mining, access for innovative entrants and experimental regulatory environments. Netto removed additional regulation of airline mileage programmes from this version, describing that subject as sufficiently addressed elsewhere and separate from the complexity of cryptoassets. These details belong to that dated report; they should not be read as an inventory of provisions ultimately enacted.
On 29 September 2021, the special committee approved a further substitute presented by Netto. The approved proposal defined virtual assets and the activities of their service providers, covering exchange, transfer, custody and certain services associated with issuance or sales. It excluded airline loyalty points from the virtual-asset definition. Its measures included an offence addressing fraud in virtual-asset services and increased punishment for money laundering involving virtual currencies. Governance, information security, consumer protection and risk-based practices were among its guiding principles. This was a substantive committee milestone, with plenary consideration still ahead.
The legislative docket records Netto’s reports and the Chamber’s approval in December 2021, followed by the Senate’s changes and the Chamber’s subsequent consideration of them. The proposal was renumbered PL 4401/2021. This sequence distinguishes his work as the Chamber’s rapporteur from Ribeiro’s original authorship and from the Senate’s separate legislative contribution.
Independent reporting followed the choices made during the 2022 negotiations. On 5 July, InfoMoney reported that Netto’s revised report removed the Senate’s proposed separation of exchange and customer assets, along with specific transition arrangements for firms already operating. It also reported his restoration of a proposed four-to-eight-year prison term for fraud involving virtual assets, after the Senate had reduced that range. The report documents decisions at a particular point in the negotiations, before the Chamber completed its final vote.
On 29 November 2022, the Chamber approved the bill following Netto’s recommendation, accepting most Senate changes. Attempts to restore particular transition provisions, asset segregation and tax relief for mining equipment were rejected. The adopted framework gave a designated federal regulator authority over service providers and applied consumer-protection rules where relevant. Agência Câmara’s account records the parliamentary outcome; the later administration of those powers was a separate responsibility.
The legislation was sanctioned as Law 14,478, dated 21 December 2022, and published the following day. Agência Senado reported requirements for provider authorisation, transaction records and a new fraud offence, with entry into force after 180 days. Enactment completed a collective process involving both legislative chambers and presidential sanction. Netto’s identifiable contribution was his Chamber reporting work within that process.
Why Katharos.ai Follows Expedito Netto
Netto’s floor statements make the reasoning behind the final negotiations visible. During the 29 November 2022 session, he defended leaving the asset-segregation question to technical regulation and argued against imposing a requirement on emerging providers that he believed was not applied comparably to established banks. That was his stated policy argument, not an independent finding that the two business models carried identical risks. He also acknowledged the Chamber’s technical staff and the importance of disagreement in developing the bill. The transcript supports an account of legislative influence that includes debate and collective drafting.
Areas to Follow
In an interview published by Metrópoles on 30 November 2022, Netto linked regulation with investor confidence and greater responsibility among market participants. He explained his opposition to putting asset segregation into the statute and his preference for leaving aspects of the transition to the future regulator. These positions make the boundary between legislation and detailed supervision a useful focus when examining his record. The practical question is how discretion granted by a framework translates into safeguards, rather than whether passage alone resolves every risk facing customers.
Another useful point of comparison is the narrowing of the legislative subject. His September 2021 report separated cryptoassets from airline rewards and considered different token categories. Following the development from that draft to later texts helps identify which ideas survived negotiation, which changed and which remained part of the debate.
Reporting Scope
This profile covers documented parliamentary service, authored reports, committee and plenary milestones, and attributed policy explanations. Its account is historical: a dated proposal, a chamber’s approval and an enacted law are distinct stages. It does not treat legislative participation as personal authorship of every provision or as evidence of the subsequent performance of regulated businesses.
Current-office descriptions also require care. The Ministry of Fisheries’ roster, updated in April 2026, names Carlos Mello as secretary of the relevant national department. Older biographies identifying Netto as its incumbent should not be used to imply continuing service.
Areas of Influence
Policy & Regulation captures his work on the legal treatment of virtual-asset services. Exchanges & Infrastructure captures the provider activities addressed in his committee text, including trading and custody. These categories describe the subjects of his legislative contribution, without implying that he operates an exchange or built its technology.
