Background & Biography
Rafique’s route into crypto leadership began in marketing and technology. OKX’s appointment announcement describes experience with advertising firms and Microsoft, followed by growth work at Blockchain.com and a chief marketing role at Okcoin. Tribeca’s current professional biography also records his work on Blockchain.com’s rebranding. This background is relevant because his influence concerns how financial technology is explained, packaged and distributed to people who may never read a protocol specification.
Before taking the OKX CMO position, he advised the executive team on the transition from the OKEx brand to OKX. The company’s December 2022 announcement credited him with guiding the rebrand and developing its Manchester City partnership. It set out responsibilities for global brand and growth strategy. The role should therefore be read as a formalization of work already underway, rather than the date at which he first became involved with the business.
His remit subsequently extended into government and investor relations. Tribeca’s current listing identifies him as both Global Managing Partner and Chief Marketing Officer and describes responsibilities across those areas and partnerships. The CFTC separately lists him as OKX’s Global Managing Partner on its Innovation Advisory Committee. Together, these sources show an executive position that now reaches beyond advertising, while preserving the distinction between representing a company and exercising public regulatory authority.
Rafique’s public professional profile identifies the United States, which is used here as professional geography rather than nationality. His portfolio is nevertheless international: it includes a British football club and racing team, a New York cultural institution and conversations about market access across jurisdictions. Those activities demonstrate the reach of his work. They do not justify assigning him a different base from an exchange’s headquarters, a conference venue or a sponsorship launch.
Notable Contributions
The OKX rebrand is a central part of Rafique’s record. Moving from a name closely associated with an exchange toward a broader identity created room to describe wallets, onchain services and trading within one brand. Campaign’s 2025 interview independently discussed his role in that change and its associated partnerships. The contribution is one of positioning and communication; the rebrand itself is not evidence that the underlying services became safer, more decentralized or more widely available.
Manchester City illustrates how that positioning became visible. The club announced an expanded, multiyear sleeve partnership in June 2023, following the relationship begun in March 2022 and a subsequent training-kit agreement. Rafique appeared alongside City Football Group chief executive Ferran Soriano at the announcement. The club described associated digital fan experiences, including the OKX Collective. These are concrete commercial and audience-facing projects, although a sponsorship’s reach does not establish that fans adopted a product or benefited financially from using it.
McLaren provides a second, distinct channel. In March 2023, the racing organization announced an expansion of OKX’s primary partnership across its Formula 1 and Shadow esports teams. The announcement described increased branding and fan experiences, building on earlier car-livery activations. Rafique was the named OKX spokesperson. The partnership connected an exchange brand with a recurring global sporting calendar, giving it repeated opportunities to communicate beyond crypto-native media rather than relying on a single campaign launch.
His film and cultural work extends that approach. Campaign’s August 2025 profile discussed Mild Mild West, a short film using the conventions of a Western to convey a message about self-custody. Tribeca also lists Rafique on the advisory council for Tribeca X, its platform connecting brand-supported storytelling and entertainment. These activities show how he uses narrative and creative partnerships to frame the category. The claims made by a branded production still need to be evaluated as marketing, particularly where an appealing story touches on control of money or financial risk.
A different kind of influence comes from his CFTC committee membership. The commission describes the Innovation Advisory Committee as a forum that may make recommendations on the effects of technological change on markets and the economy. Its published membership table identifies Rafique as representing OKX. That is a formal channel for industry input, not a government endorsement of the exchange, permission to launch a product or evidence that any particular company proposal will become policy.
In 2026, Rafique also became a visible interpreter of OKX’s relationship with Intercontinental Exchange. ICE’s March announcement disclosed an investment at a $25 billion company valuation and a planned collaboration on market infrastructure. It described possible access to U.S. futures and NYSE tokenized-equities markets, subject to regulatory approval. In a March interview with Yahoo Finance, Rafique discussed the partnership and the company’s vision for tokenized assets. His public role in explaining the strategy is documented; the sources do not establish that he alone negotiated or designed the transaction.
OKX’s account of Consensus Miami added a useful picture of his thinking. It reported that he described tokenization as requiring distinct capabilities in asset creation, issuance, compliance, liquidity and distribution. That is an argument about the components necessary for a functioning market, rather than simply putting a familiar asset name on a token. Its relevance lies in the questions it raises about implementation and cooperation. Large forecasts attached to that argument remain executive expectations, not independently established future market sizes.
Why Katharos.ai Follows Haider Rafique
Katharos.ai follows Rafique because attention is consequential in financial markets. Marketing can bring new users to an exchange, influence which risks they notice and shape how a regulator or institutional partner understands a company. His work spans each of those audiences. The editorial question is whether increasingly sophisticated communication is accompanied by equally clear product explanations and observable improvements in the user experience.
The breadth of his responsibilities makes that question more important. Sports and film partnerships reward memorability, while government and investor discussions require precision about legal entities, customer rights and the limits of a product. Katharos.ai sees value in following how those communication needs are reconciled. A campaign can be commercially effective while leaving essential questions unanswered, so publicity, adoption and financial outcomes should be evaluated separately.
Areas to Follow
- Product explanations: how clearly campaigns distinguish custodial accounts, self-custody wallets, tokenized assets and ordinary shareholder rights. - Policy participation: substantive proposals or published committee recommendations, with a clear separation between industry advocacy and adopted regulation. - Institutional partnerships: the progress from announced cooperation to authorized, usable services, including eligibility and operating responsibilities. - Marketing accountability: evidence of sustained engagement and informed use beyond sponsorship impressions, celebrity participation or account-registration totals. - Regional communication: whether global messages accurately reflect the products and protections available in each audience’s jurisdiction.
Reporting Scope
This profile covers public professional roles, documented partnerships, selected interviews and advisory participation through 6 October 2026. Corporate and partner descriptions are attributed; promotional growth claims are not treated as independent measurements. Discussion of policy engagement does not certify OKX’s conduct or amount to a complete review of its legal history. Statements about future markets are presented as strategy and opinion, and no investment recommendation is inferred from the profile.
Areas of Influence
Exchanges & Infrastructure captures Rafique’s role in distributing and explaining an exchange-led financial platform. Community, Media & Education covers his work with sports, film, brand storytelling and public communication, including the need to distinguish education from promotion. Policy & Regulation is a secondary category grounded in his government-relations remit and published CFTC advisory membership. His distinctive position is at the intersection of public perception, institutional relationships and the effort to make complicated digital-asset services intelligible to wider audiences.
