Background & Biography
Livio Weng’s professional background combines software training with exchange management. Bitfire’s corporate biography records a bachelor’s degree in software engineering from Xiamen University and a master’s degree in the same discipline from Tsinghua University. The company’s appointment filing repeats those qualifications. They establish his educational background without supporting assumptions about individual authorship of the trading or custody technology used by his employers.
Weng served as CEO of Huobi Global from November 2018 to April 2021. He subsequently held the positions of HashKey Group chief operating officer and HashKey Exchange chief executive from April 2023 to December 2024. The dates matter because older profiles and event listings can continue circulating long after an executive moves. Huobi and HashKey are historical chapters in this profile, not current executive affiliations.
On 26 August 2025, Sinohope Technology Holdings appointed Weng as chief executive and an executive director, succeeding Du Jun in the CEO position. Du became a non-executive director in the same announcement. This placed Weng in an operating leadership role within a publicly listed group, alongside a board and separately identified senior executives. His formal name in the filings is Weng Xiaoqi; the company’s public leadership page uses Livio Weng for the same executive.
The company’s name changed to Bitfire Group Holdings Limited with effect from 4 March 2026. The Hong Kong trading short name changed at the end of that month, while stock code 1611 remained the same. A September 2026 board disclosure continued to identify Weng as CEO and executive director. Consequently, a current account of his work needs the Bitfire name even when discussing a strategy, appointment or conference appearance originally announced under Sinohope.
Notable Contributions
Weng was a public operational leader during HashKey Exchange’s opening to retail investors in Hong Kong. The company’s August 2023 launch announcement identifies him as introducing its HEX trading engine and upgrades to institutional interfaces and account-management features. These details connect his role to the practical infrastructure behind an exchange launch. They do not establish that he personally developed the software, or independently validate the company’s throughput and security claims.
The launch also involved a change in the audience served by the platform. The South China Morning Post reported on 28 August 2023 that HashKey had opened to retail users, initially offering bitcoin and ether trading with US-dollar deposits, following an upgrade to its existing licence. The report identified Weng as group COO and carried his explanation of the planned next steps. That independent account corroborates the transition from a professional-investor setting to a retail offering without turning announced customer targets into achieved results.
At Bitfire, the operating landscape is broader than a single exchange. The group’s 2026 interim report describes asset management, trading, trust and custody, and technology services, as well as the Japanese platform BitTrade. It records that the group had acquired control of BitTrade in April 2025, before Weng’s appointment. The chronology prevents an inherited business from being recast as his personal acquisition, while explaining why his current responsibilities extend across several service models and markets.
Japan’s business also has its own legal identity. BitTrade’s official corporate profile identifies BitTrade Inc. and lists its Japanese crypto-asset exchange and financial-instruments business registrations. Those registrations belong to that entity and should not be presented as a licence covering every Bitfire service in every country. Similarly, leading the parent group does not establish that Weng personally manages each subsidiary’s daily regulated activities.
Independent reporting in April 2026 showed the direction of his asset-management work. In an interview with Reuters, Weng discussed Bitfire’s proposed bitcoin-denominated Alpha BTC strategy and the intended institutional and corporate customer base. Reuters placed that discussion alongside an announced acquisition involving Avenir’s trading systems and team. The relevance here is the move toward investment-management infrastructure and services; stated fundraising ambitions, strategy descriptions and projected outcomes are not treated as achieved performance.
In August 2026, Bitfire announced plans to extend into integrated real-world-asset services and a cross-asset quantitative strategy. The filing distinguished tokenised securities from other digitised interests and said that product details would be disclosed later. It also warned that the proposed expansion might not materialise. This is an important reporting boundary: the announcement establishes a strategic direction during Weng’s tenure, rather than proving a completed launch, approved product or successful investment result.
Why Katharos.ai Follows Livio Weng
Katharos.ai follows Weng because his career crosses two related but different operating challenges: running an exchange and building services for clients who need custody, execution and asset management together. The move from HashKey’s retail-market launch to Bitfire’s multi-business model makes him relevant to the institutional development of digital assets in Asia. It also creates a useful test of how an executive team translates exchange experience into a different set of client relationships and controls.
The distinction among entities is central to that assessment. Bitfire’s own website states that its SFC-licensed asset-management subsidiary is separate from other group businesses and that the subsidiary’s services are available to professional investors. The site also cautions that even products offered by that subsidiary may not have been approved by the SFC. Katharos.ai therefore examines the provider, service and customer scope behind a claim of regulation, rather than adopting broad group-level marketing language.
Areas to Follow
- Operating execution: how the group connects trading, custody and asset management while explaining the responsibilities of each service provider. - Product evidence: whether announced real-world-asset and cross-asset initiatives reach a documented launch, with clear terms and risk disclosures. - Jurisdictional boundaries: changes to the permitted activities and customer scope of the relevant Hong Kong and Japanese entities. - Governance: how the listed company reports material transactions, strategy changes and management responsibilities during Weng’s tenure. - Institutional adoption: disclosed customer use and operational evidence, assessed separately from growth targets, marketing claims or investment performance.
Reporting Scope
This profile covers Weng’s public roles, verified career chronology and contributions supported by company records and independent reporting. It separates his past employers from his current position and distinguishes company-wide decisions from activities directly attributed to him. Neither a stock-exchange listing nor a subsidiary’s registration certifies investment quality, custody safety or universal compliance. Hong Kong is the group’s principal professional market in this account; no personal residence, nationality, wealth or holdings are inferred.
Areas of Influence
Exchanges & Infrastructure reflects Weng’s exchange-management history and the operational systems surrounding digital-asset services. Investment & Founders captures his current involvement in a group’s asset-management and institutional-service development; it does not label him the founder of Huobi, HashKey or Bitfire. His influence is best evaluated through documented operating decisions, product implementation and corporate accountability. Proposed services remain proposals until evidence establishes otherwise.
