Background & Biography
Xiao's professional history began well before crypto markets. HashKey's 2025 annual report records work in Shenzhen's securities-management institutions during the 1990s and his presidency of Bosera Asset Management from April 1998 to December 2011. It also records a bachelor's degree in Chinese from Jiangxi Normal University and a doctorate in economics from Nankai University. That combination of market administration, investment management and economics helps explain why his later blockchain work concentrates on financial institutions and the infrastructure around them.
He became vice chairman and an executive director of China Wanxiang Holding in January 2012. HashKey's current management page separately identifies him as chairman of Shanghai Wanxiang Blockchain. Wanxiang Blockchain Labs' historical materials name Xiao, Vitalik Buterin and Shen Bo as its initiators and date the research organization's establishment to 2015. This was a move into research and ecosystem-building alongside finance, rather than a claim that Xiao wrote the underlying Ethereum protocol.
HashKey provides the main focus of his current executive responsibilities. Its annual report identifies him as founder and records the group's business commencing in March 2018, followed by formal appointments at the listed company as chairman in 2019 and CEO in 2023. These company-level dates are more precise than treating every group role as beginning at the same time. Hong Kong is the principal professional market used here, while his Wanxiang work gives mainland China continuing relevance and HashKey's regional activity extends to Singapore.
Notable Contributions
Wanxiang Blockchain Labs helped create places where developers, investors and established businesses could meet. The Ethereum Foundation's contemporary announcement of the 2016 Shanghai International Blockchain Week identified Wanxiang as its co-host and event partner for Devcon2. The planned week combined developer sessions, a startup demonstration day and a business-focused blockchain summit. Xiao's contribution in this setting was institution-building and support for exchange of knowledge, connecting technical communities with the resources and questions of the financial sector.
HashKey's exchange operation is a more direct contribution to market access. Hong Kong's Securities and Futures Commission lists Hash Blockchain Limited as the operator of HashKey Exchange, with an initial licensing date of 9 November 2022. HashKey subsequently announced the expansion of its Type 1 and Type 7 permissions to serve retail customers in August 2023. The exact operator matters: licensing attaches to a legal entity and permitted activities, rather than conferring unrestricted approval on every product under a shared brand. The SFC also cautions that inclusion on its list is not a guarantee of performance or creditworthiness.
The group's ambitions include infrastructure beyond exchange matching. HashKey Chain launched on mainnet in December 2024, a milestone corroborated by The Block as well as the group's own year-end review. It introduced an Ethereum layer-two network built using the OP Stack, placing HashKey alongside other financial platforms developing application infrastructure. The network's launch is a verifiable event; its longer-term usefulness depends on developer adoption, operation and the specific trust assumptions of its design. Xiao's leadership is relevant to the strategic decision, while engineering credit belongs to the responsible teams.
A public-market milestone followed on 17 December 2025, when HashKey Holdings Limited listed on the Hong Kong Stock Exchange under code 3887. The company's announcement described trading facilitation, onchain services and asset management as its principal activities. Listing brings a different form of visibility to those businesses through financial and governance disclosures. It does not establish the suitability of the shares or digital assets offered elsewhere in the group, but it gives observers a more structured record against which to assess executive priorities.
The 2026 interim results offer a concrete picture of that operating mix. For the six months ended 30 June, HashKey reported unaudited revenue of HK$342.5 million and an adjusted loss of HK$314.8 million, with the latter expressly identified as a non-IFRS measure. Transaction facilitation remained the largest reported revenue segment, while the company described continuing development in tokenization and asset management. These figures show why commercial execution deserves attention alongside product announcements: expanding the range of services and building a sustainable business are related but distinct objectives.
HashKey has also entered formal industry discussions about tokenized capital markets. The Hong Kong Monetary Authority's June 2026 membership list includes the group in its Tokenised Bond Expert Group, alongside financial institutions, legal advisers and infrastructure providers. The HKMA described the forum as exploring policy measures, market practices and technical innovation. This establishes the company's participation, not a personal regulatory appointment for Xiao or official endorsement of its services. It is nevertheless a useful example of the institutional channels through which his firm's experience can inform wider market development.
Why Katharos.ai Follows Xiao Feng
Katharos.ai follows Xiao because he approaches blockchain from the perspective of how a financial market is organized. Trading, custody, fund management and settlement need to work together, but they carry different responsibilities and may sit in different legal entities. His career and current business provide a way to examine whether those functions become more accessible and efficient when digital assets are introduced. The evidence must extend beyond the number of products announced to the arrangements that make them usable.
A September 2026 agreement illustrates the next set of questions. HashKey Digital Asset Group, Prometheum Capital and Velocity Capital announced a binding memorandum of understanding concerning international distribution of tokenized US equities. The release described an intended route through securities custody, execution and clearing infrastructure, subject to applicable requirements. For Katharos.ai, this is an announced arrangement to follow, not evidence that every proposed product is already trading. The important tests are which clients can participate, what rights they receive and how those rights remain connected to the underlying securities.
Areas to Follow
- Tokenization delivery: whether announced arrangements become accessible products with clearly explained ownership, transfer, custody and redemption mechanics. - Exchange economics: the relationship between transaction activity, operating costs and diversification into onchain services or asset management, using dated company disclosures. - Infrastructure and interoperability: HashKey Chain's development, operational record and connections to other systems, with launch claims separated from adoption evidence. - Institutional consultation: the group's contributions to tokenized-market discussions and the specific rules or practices that ultimately emerge, without treating participation as regulatory authority. - Regional expansion: the legal entities and permissions behind new services, particularly when business opportunities cross Hong Kong, mainland China's distinct market environment and other Asian jurisdictions.
Reporting Scope
Coverage concerns Xiao's public professional responsibilities, attributable ideas and documented institutional contributions. It distinguishes HashKey Holdings, its operating subsidiaries and Wanxiang organizations, rather than assuming they are interchangeable. Founder statements, unaudited interim measures, regulator records and completed launches each carry a different evidentiary role. Historical event announcements explain his network-building work; they are not used to assign him authorship of other people's technical achievements or to infer personal relationships beyond the professional record.
Areas of Influence
Exchanges & Infrastructure is the main category because HashKey operates market-access services and develops blockchain-based infrastructure. Investment & Founders captures Xiao's company-building and asset-management background, with no implied assessment of investment returns. Community, Media & Education reflects his role in the Wanxiang research and conference ecosystem. Regulation is a recurring context for these activities, but the profile treats him as an industry executive engaging with that environment, rather than as a current public policymaker.
